Quick question when do people test aquarium water before or after a water change? Thanks

Depends what your after! If you test regularly you probably have a good idea what your tank is at so i'd just test afterwards.
If you have a new tank or are new to testing before and after is useful to give you a idea how water chemistry works and what your tank needs, how large a water change you need to do, or if you need to change anything :)

I always test before as i want to know what status the tank is in. I know if my nitrates are at 10 and I do a 20% water change they will drop to 8.

I always give a new tub if salt a big mix and test a batch of fresh too so I know what impact it will have on my tank.
